There are alot of free resources out there we can use, we just don't know about them. So who ever has some list them here.

If you have Itunes, go into the itunes store and search "photoshop user tv" and some free podcasts with tips are there to choose from. Also "Layers Tv" and I think "creative cow" is what you search, they have alot of free podcasts for different programs.

If you use 3d software, Puffandlarkin.com is a good site for references and tips. Thats all I can think of off the top of my head.

I like a lot of open source stuff, and since I've been diving into it now more than ever since hooking up with "Ubuntu Linux". There's a LOT of free resources in the Ubuntu world since their whole thing is giving access to strong free programs that richer people have access to. For instance GIMP, which is like Adobe Photoshop, is a free program and is constantly being updated to be top of the line. There's also a lot of audio/video software that's high power and free to boot. Ubuntu even comes with a "Studio" version with high power (free) programs that are easy to use once you read the tutorials. Ubuntu itself looks and acts a lot like the familiar Windows desktop except it is technically virus free with rock solid stability.

The Ubuntu community has a great community for asking questions and finding answers, Tutorials and walk throughs are in abundance there too.

I don't mean to plug Ubuntu Linux in there, but if you're looking for "free resources" that is DEFINITELY the place to look. Everything is free when it comes to Ubuntu.

I personally switched to Linux (mostly ubuntu) after Windows killed some very important files of mine (grrr). Now I'm too hooked to go back lol.
